Overall Rationale: Every five teams make up one tier, for a total of five tiers overall. Again, I kind of didn't really dedicate as much time on this ballot as I would want to...lots of crazy personal stuff happened this week (I'm fine, but there is an element of bereavement involved, so it's been tough), so it's hard to get stuff done the way I would otherwise want to. Thankfully, I should be good for next week!
