Overall Rationale: No teams under .500, and teams with losses must be ranked behind all teams they lost to until a point in the season is reached when it is impossible to rank 25 teams in this way.

And guess what, it's getting pretty damn close. If I haven't missed anything, I think we're down to 34 "rankable" FBS teams, and only two of the five FCS options are "rankable". Of course, when I first wrote this up I had only seen 31 and kept having to add teams back, I think I eliminated some teams thinking Oregon had taken down UCLA.
