Overall Rationale: This is a Colley Matrix ranking based on pure strength-of-schedule from wins/losses only (no margin of victory). It's seeded with each team's rating from last season rather than the traditional 0.5, that seed fades out and is fully gone by week 6, and FCS opponents are folded in by strength tier instead of getting excluded outright (Colley groups FCS teams so each group has played about as many games against FBS as a typical FBS team has and a bad loss to an FCS team still counts against you).
