Overall Rationale: Based a lot on what I have heard from podcasts and review sites. The first weeks of rankings is always the hardest because you really have no clue who's good and who isn't at this point.

NEXT 5 IN: Cal, Washington, Illinois, TCU, Arizona (and for completionist sake bc they're the last team in my 4th tier: Missouri)
