Overall Rationale: This is about resumes.  I don't care how good I expected you to be in the preseason, this is about what you've put on paper so far.  So a team like Clemson that it probably pretty good this year, but played Kent State week one isn't ranked, because they haven't proved anything yet, whereas a team like Maryland that may not be as good but tested themselves against a decent team and won gets a higher ranking.  This year is a little unusual in that a few teams have played two games already, which gives them a bit of a boost, and in particular, teams that beat 1-1 teams like Colorado, LSU and Colorado State all look better as a result of beating someone who's beaten someone.
