Overall Rationale: Overall, a lot of it is on "known" information and hype/expectations; this pre-season poll is intended to be predictive. There isn't any real assessment on recruitment rankings, or key returning players and it is not based on who I think currently is the best based on that information. The main things were how they looked last year, and how they looked in the past 3 years. Coaches having had only 1 season at their respective school (e.g. Jimbo Fisher or Scott Frost) would get some leeway if their school had detrimental seasons prior to their appearance; however, it mostly depended more on that first season.
