Overall Rationale: Lol preseason rationale. But seriously, just a combination of teams that historically perform well and recruit well, accounting a bit for returning production and a dash of teams I just think will be good this year. Notable exceptions that I wanted to include that barely missed the cut: Oregon, Northwestern, FAU (yes seriously), Texas (something something they're back), Florida State (still a stupid amount of talent, last year be damned), West Virginia
