Overall Rationale: Started out with a list of all 130 FBS teams and took out the teams  I could not argue at all about being top 25 caliber. I then narrowed the list down to 40 teams and put them into 5 tiers (top 5, top 10, top 15, top 25, and likely outside the top 25).
