Overall Rationale: Although this algorithm only uses wins and losses, and this is not a predictive metric, values given are converted to a projected point spread vs. an average FBS team.

Once again, I manually excluded a 2-2 team to put Indiana at #25; this time, it was Tulane, who was naturally #19. With that aside, first 5 out are Houston, South Alabama, Memphis, Missouri, and Georgia. Bottom 10 (best to worst) are Rutgers, Delaware, UL Monroe, UTEP, Charlotte, Utah State, Coastal Carolina, Southern Miss, Northern Illinois, and Nevada.

I'm still not sure why a wins-only metric, even a heavily SoS-based one, hates Indiana, Georgia, and Utah so much.
