Boise could easily have regressed on defense after losing Avalos. Instead, they promoted from within and somehow got even better. 16-25 on my ballot are very tightly clustered -- all these teams have at least one strong unit, but major question marks on the other side of the ball.
They've emerged as the strongest team in their conference, but have played nothing but a slew of inferior opponents. They're an okay team so a mid rank is appropriate.
3/3 in Tier E: Can't put them ahead of either Texas or Iowa despite being undefeated. They nearly lost to a bad Florida State team and barely beat Marshall at home.
Boise State limping past Air Force looks a lot worse this week, and honestly they haven't been dominant at all in any of their victories over almost entirely mediocre at best competition.
