Overall Rationale: Combo of 2 parts CPU, 2 parts personal, 1 part AP Poll to help tame outliers. CPU is a combo of Win/Loss weight based on FBS/FCS/D2, the number of wins of your opponents, score difference. This lets the early season (when all you can really count on is how bad you beat someone) have something while evening out the more games are played. It also means losses are critical. They can work themselves back in as long as the teams they lost to start winning, but early season will kick them out entirely (See Ohio St, Oklahoma, and Oregon)
