Overall Rationale: Everybody's got an FBS game in the books now, so this should look much improved from last week. With multiple games in for each team, the structure of the formula is staring to take a better hold. At the moment, teams are not rewarded for any "ranked" wins because the distinction of being 1st and to 25th to 50th isn't that distinct yet. Next week will potentially start rewarding wins over top-third of league teams. In general, the formula used as a baseline rating is roughly a point system that is Wins-Losses with additional rewards and punishments for MoV, MoL, Opponent's Sum Win Percentage, and a basic SoS rating.

1 Florida State Seminoles There may be questions regarding UGA's absence. UGA's opponents have 0 FBS wins on the season. Consequently, they don't have a strong enough resume to actually push them up anywhere. This applies for similar reasons to Oregon, and Tennessee. Teams like Colorado have low MoV with opponents only winning some games.
2 Miami Hurricanes Majority of these programs in this ranking have opponent's whose total win percentage out of the ranked team's games is 100%. For example, Rutgers' opponents (Temple and Northwestern) both have won their games outside of games against Rutgers. This applies to pretty much everybody in this ranking, except USC, Auburn, Oklahoma, and Washington.
3 UCLA Bruins
4 Notre Dame Fighting Irish Notre Dame stays high due to 3-0, with their opponents win percentage still at 100%. This is not enough to eclipse the wins of the teams above them however, which currently boast a slight improvement, despite the one win down.
5 Syracuse Orange
6 Rutgers Scarlet Knights
7 Texas Longhorns
8 Ole Miss Rebels

13 USC Trojans USC takes a large drop compared to last week due to a degrading SoS in comparison to other teams as they begin to catch up and 1 extra game doesn't make as strong of a difference.
