Overall Rationale: A two year rolling average, determines who qualifies to appear in my Top 24. Using the last two years playoff appearances determines how many spots each conference is allowed. The top X amount of teams from each of those conferences is then ranked against each other. The final spot goes to the best FCS teams because this is more of a Top 24 instead of a top 25.
