Overall Rationale: A composite of offensive and defensive production with respect to strength of schedule, understanding its week 1, and many teams did not play an equal caliber of competition.
There are no glaring exclusions from the list; specifically, there are no block-letter yellow logos that the state is trying to convince the masses should have a 1-0 record that deserves a spot in the top25.
