Overall Rationale: Things are finally, sort of, starting to settle down in TERSE. Only one team in the top ten moved more than a spot this week, and a mere five new teams joined the top 25. For the first time ever, Illinois and James Madison (!) have made the rankings! Clemson has assumed the last top five spot from Penn State, and Tennessee has returned to the top ten at the expense of USC.
