Overall Rationale: Will not include teams that are not playing games due to the overall mess it will create further down the season/ballot. Considering some teams will have played 2-3 games before others even get to play 1, I had to tone down some aspects of my formula that tended to heavily weigh winning.Preseason poll reflects a mixture of 2019 performance, returning production, 2020 outlook/prediction, general analysis and slight personal preference and/or bias.
