Overall Rationale: I'm trying to rank based only on resume, even though we're only at Week 2, without any account for preseason hype or rest-of-season expectations.  But that's really hard to do after two games.  This means it may look a little unusual.  It also means that I don't expect this ranking to be the same as what they will be at the end of the season.  I made sure to do this without looking at the AP poll (except for seeing the 8, 9, 10 teams pop up on my screen when I was looking at scores) so I could avoid being influenced by that.And just like last week, I'm refusing to rank a team without an FBS win yet this season.  That means no Washington.  Not yet.
