Overall Rationale: Generally I give a good amount of weight both ranked wins and head-to-head wins. If all things are equal between a number of teams, the head-to-head will trump it. Rivalry losses are treated case to case, as emotions running high can always induce upsets.

1 Georgia Bulldogs 3 ranked wins, strongest argument to be the best defense in college football.
2 Michigan Wolverines Strong defense, argument to be made to be #1 over Georgia, but Georgia has the best resume in the nation so far.
3 TCU Horned Frogs Undefeated and have largely looked great.
4 USC Trojans Based on the last two wins, the close loss in their only loss to a top 10 team, an electric offense and a good defensive performance against Notre Dame ranks over Ohio St, but it is closer than it may appear.
5 Ohio State Buckeyes 2 ranked wins, only loss to the #2 team in the nation, they have looked fairly good all year.
6 Penn State Nittany Lions While the Nittany Lions have no ranked wins, They have only struggled in 2 wins, one against the BIG10 division winner, and their two losses are to top 10 teams. A better performance than Alabama had against Alabama and lack of m
7 Tennessee Volunteers While they have a really bad loss to South Carolina that leaves them ranked lower than otherwise would have, they have 2 ranked wins, including Alabama, as well as the SEC west division winner.
8 Alabama Crimson Tide Has 1 ranked win (on my ballot) and straight up lost to Tennessee. They have struggled mightily against the better teams they played, as well as a close win over Texas A&M, whome they struggled to put away.
9 Washington Huskies Beat two ranked teams and lost close to another. They have the second best record in the PAC12 and only didn't play in the Championship game because the tiebreaker rules for the PAC12 deemed Utah the winner (they were assigned to play Cal and Utah got USC instead).
10 Utah Utes Utah lost to UCLA and lost close to Oregon. 2 ranked wins, one against the USC. Lucked into the PAC12 championship game via tiebreakers, and while they did lose to Florida, their wins are better than those ranked below
11 Clemson Tigers An anemic offense outside their running backs, have one ranked win and two losses to ranked teams.
12 Florida State Seminoles They beat LSU head to head. While they have no ranked wins and two unraked losses, both were closer than LSU's loss to A&M
13 Oregon State Beavers They beat Oregon
14 Oregon Ducks They beat UCLA and Utah, and all their losses are to ranked teams. But
15 LSU Tigers A top 10 win against Alabama, offset by a bad loss to Tennessee and a really bad loss to TexasA&M
16 UCLA Bruins
17 Tulane Green Wave They have 1 win against a ranked team, that team being KSU.
18 Kansas State Wildcats They have 0 ranked wins.
19 Notre Dame Fighting Irish What a weird team. Dominated Clemson and their defense gave Ohio St trouble. But also: they lost to Stanford (3-8) and Marshall (8-4). At home.
20 Texas Longhorns This was harder than it looked. They did beat UTSA, while also losing to Texas Tech and Oklahoma St. Via the head to head, it tends to only make up 1 game loss difference, but Texas also has played 2 top 10 teams, only losing by 1 score in each, easily outplaying Alabama for majority of the game and truly lost to their QB being knocked out of the game and a few questionable ref calls. They played a much tougher schedule than UTSA, so they keep the nod.
