Overall Rationale: These first few weeks have a pretty simple rating scheme 1) FCS games currently count for nothing 2) Getting ranked is predominantly based on record. What this means: Even though Oregon played a strong game they will not be ranked this week. This is a fairly temporary thing, and by about week 4 anyway the schedules and records have grown enough these rules diminish their power substantially and we start to get something far more conforming. How high a team gets ranked is... subjective. It's partly based on MoV, but perception of the team based on conference and 2018 results. You could honestly argue for about 40 teams because it's only week 1.
