Overall Rationale: This is a backwards-looking resume based poll whose final step is an algorithm that computes the value of wins and losses to date.  The weighting of opponent quality will eventually be done with a heavy amount of adjustment based on my personal eyetest, but at this point is almost entirely based on the Sagarin rankings of all 255 Div-I teams.
