Overall Rationale: Take Positive normalized SP+ values, mesh with Human Tier Rankings and add a historical early season modifier, with a slight tiebreaker for when values are the same. Reward teams for having more wins than losses. With each additional win being worth more. Goal of ranking is to be able to project who would be chosen by the CFP committee. Does not take how you win into account.
