Overall Rationale: THIS IS A REPORT CARD. This poll is based on results and resume, and does not look at team talent, prior seasons, or anything like that. This poll is designed to combat poll intertia and human bias. The only human adjustments I use at this point in the season are between consecutively ranked teams with head-to-head matchups.

1 Washington Huskies Tier 1, the "Playoff Tier" consists of undefeated teams with multiple P5 wins and at least one ranked win. Washington has 2 Ranked wins over Oregon and USC, and sits above Ohio State due to strength of schedule.
2 Ohio State Buckeyes Ohio State has 2 Ranked wins over Penn State and Notre Dame.
3 Georgia Bulldogs Georgia has 1 Ranked win over Mizzou
4 Florida State Seminoles FSU has 1 Ranked win over LSU.
5 Michigan Wolverines Tier 2, undefeated teams with multiple P5 wins and no ranked wins. Michigan is the only member of this tier.
6 Texas Longhorns Tier 3, teams with at least one Ranked win, multiple P5 wins, and one loss. Texas has 2 Ranked wins over Alabama and Kansas. They take the top spot over Alabama due to head-to-head matchup.
7 Alabama Crimson Tide Alabama has 3 ranked wins over Tennessee, LSU, and Ole Miss. The direct loss to Texas places them lower in this tier, despite having one more ranked win.
8 Oregon Ducks Oregon has 1 Ranked win over Utah.
9 Ole Miss Rebels Ole Miss has 1 Ranked win over LSU.
10 Louisville Cardinals Louisville has 1 Ranked win over Notre Dame.
11 Penn State Nittany Lions Tier 4, teams with multiple P5 wins, one loss, and no ranked wins. Penn State has 6 P5 wins, 1 G5 win, 1 FCS win, and 1 Ranked loss to be 8-1.
12 Fresno State Bulldogs Fresno State has 2 P5 wins, 5 G5 wins, 1 FCS win, and 1 G5 loss to be 8-1.
13 Oregon State Beavers Tier 5, teams with multiple P5 wins, at least one ranked win, and two losses. Oregon State has 2 Ranked wins over UCLA and Utah.
14 Utah Utes Utah has 2 Ranked wins over UCLA and USC. The loss to Oregon State puts them below the Beavs.
15 Oklahoma State Cowboys Oklahoma State has 2 Ranked wins over Kansas and Oklahoma. They beat both teams head-to-head, which is why you will find them below.
16 Kansas Jayhawks Kansas has 1 Ranked win over Oklahoma. Head-to-head puts them over Oklahoma.
17 Oklahoma Sooners Oklahoma has 1 Ranked win over Texas.
18 James Madison Dukes Tier 6, the "G5 Contender Tier" is comprised of teams who are undefeated, with one or less P5 wins. JMU has 1 P5 win and is undefeated.
19 Liberty Flames Liberty is undefeated with no P5 wins.
20 Missouri Tigers Tier 7, teams with multiple P5 wins and no ranked wins. Mizzou has 2 losses to ranked opponents.
21 Tennessee Volunteers Tennessee has 2 losses, one ranked and one unranked.
22 Iowa Hawkeyes Iowa has 2 losses, one ranked and one unranked. They sit lower than Tennessee due to strength of schedule.
23 North Carolina Tar Heels UNC has 2 losses, both unranked.
24 Notre Dame Fighting Irish Tier 8, teams with multiple P5 wins and 3 losses. ND has 1 Ranked win over USC.
25 USC Trojans USC has 3 losses to Ranked teams, and lost directly to ND to round out this poll. I don't know how they keep getting away with it.
