Overall Rationale: Rankings based on "on-field" resume as much as possible.  May be quite high for BYU, for example, but they are 3-0 with three wins over P-5 teams.  Not many teams have a better resume than that. So basically, the higher ranked team is judged to have a better 3 game start to the season than the team behind them. Admittedly, in the middle/end, it's highly debatable.
