Overall Rationale: As with last week, and moving forward, I am treating the Baylor-Texas Tech game as a 3-7 point win in 1OT for Texas Tech, due to the inexcusable officiating error that saved Baylor in the first OT. My ballot places 0 weight on preseason expectations. I did not include rationales this week for teams that were not big movers, but you can see them in previous weeks' ballots.

18 Minnesota Golden Gophers +4. If they keep winning, they'll keep rising.
19 North Dakota State Bison +4 due to lots of chaos at the bottom of the ballot.
20 Appalachian State Mountaineers +4, also due to tons of chaos at the bottom of the ballot.
21 Memphis Tigers Memphis reenters my ballot here.  Tulane was top 20 in my ballot until this week, that was a very impressive blowout.
22 Boise State Broncos This was a difficult placement, because I'm not sure how good BYU actually is. -8
23 Virginia Cavaliers UVA reenters my ballot at 23, mostly due to the large amounts of chaos at the bottom of the rankings.
24 Iowa Hawkeyes Iowa reenters at 24.
25 Iowa State Cyclones Iowa State reenters at 25. They're close to the Hawkeyes in my mind, but the H2H result was the deciding factor.
