Overall Rationale: My Notes on Omissions from last week still applies this week: "Notes on omissions: 1) Michigan St should not be ranked after an abysmal performance against Utah State and losing to Arizona St. 2) Arizona St should not be ranked for beating a bad Michigan St team. Herm Edwards is not taking them to the promised land. Chill out. 3). Oregon is overrated for now. They haven't beaten anyone, looked alright, weren't great last year, and gave up 24 to Bowling Green. Let's see how Stanford treats them in two weeks."My call on #2 looks very good one week later. I await likely vindication on #1 and #3. New omissions: BYU (2-1). Tbh just not enough space. Cal should be over them being 3-0 with H2H.BC (3-0). Yes, they're 3-0, but they haven't beaten anyone and didn't look spectacular against mediocre teams. They are probably right behind BYU for me.Not going to repeat myself on things that I feel haven't changed enough to warrant comment. My first official ballot went over how I felt about all ranked teams. I'll probably do another one like that either the week of or week after the CFP rankings come out.

10 Oklahoma State Cowboys I'm not even as high on them as some advanced metrics are. I ranked them way too low to start the season. This is far more appropriate. Beat a fantastic Boise St team thoroughly. They held a Boise St team that scored 56 on Troy to 21. Bryan Harsin is great on offense so this suggests good things about OkSt's defense.
11 Virginia Tech Hokies
12 Notre Dame Fighting Irish Notre Dame falls back one spot in my ranking due to yet another poor performance against weak opposition. 
13 Washington Huskies
14 TCU Horned Frogs TCU actually only falls one spot after that loss. Before the crucial turnover they seemed comfortable and in control of the game. Playing that well against an top 3 team suggests good things for the rest of their season.
15 Penn State Nittany Lions 9/29 is where we get to see if I'm right in calling Penn St overrated. They're not a top 10 team imo.

18 Wisconsin Badgers Wisconsin is weaker than people think, I've been saying this for a while. Their lack of deep pools of talent makes flukes like this all the more likely. Couple this early loss with a terrible OOC schedule and you're staring at a recipe for a hard fall. Luckily for them they have an easy B1G schedule coming up with the only teams of note being Iowa, Michigan, and Penn St which could allow them to rise up the ranks if they can put together dominant wins. Hornibrook is still not a good QB.
19 Boise State Broncos Boise only falls a little because they are still the best G5 team imo and played as well as they could against a top 10 team in my ranking.
20 Miami Hurricanes Beat a good Toledo team but unfortunately that's not enough to change their position as most teams ahead of them stay ahead.
21 UCF Knights
22 Texas A&M Aggies
23 San Diego State Aztecs Herm is no longer firm.
24 California Golden Bears 3-0 with a win over BYU who just beat Wisconsin? Justin Wilcox has a good thing going in Berkeley.
25 Colorado Buffaloes
