Overall Rationale: Early in there year, there is not a lot of differentiation between these teams' resumes. Many tiebreakers came down to a judgement over whether one very good win was above or below a team with two fairly solid wins on their resume. Hurricane affected teams have been pushed down by this poll's logic not as a punishment, but simply from not having a chance to build their resumes yet. Those teams will rebound quickly after recording their first significant win(s).
