STL_12 Ballot for 2024 Week 2

Overall Rationale: Mostly computer rankings that take into account Record (most important), FPI, Efficiency, Strength of Schedule, Strength of Record, and Game Control. Calculations will be tweaked throughout the season to improve it and make more sense. Computer also used to sort teams into tiers (Great, Good, Average, Bad, Horrible). Will be pretty bad for first couple weeks as the other metrics sort themselves out. I may also adjust the formula if it ends up getting too out of hand. Rankings can be slightly adjusted by human decision.
