Overall Rationale: Want to clarify one thing I feel strongly about - The result of conference championships, when played as rematches, should not be counted more highly than the remainder of the games in a resume-based ranking.  Oklahoma State's other loss (Iowa State vs. TCU) is much more reasonable than Baylor's, and they beat them way more convincingly the first time than the 1 inch and 0 points in the second half that Baylor won by on Saturday.   Clear tier drops after #5 and #15.Dropped out: San Diego State (17), Houston (19), App State (22)New: UTSA (19), NC State (23), Texas A&M (25)Next few out, in order: Utah State, San Diego State, Houston, App State, Minnesota, Fresno State, Air Force, Army
