Overall Rationale: TERSE this week has a few changes: it values pure record a little more (welcome back to the top 25 at last, Oregon) and now includes success rate instead of yards per game. As for the rankings: Georgia achieves the first 90+ overall rating of the season, Notre Dame soars into the top four, Oklahoma State jumps Oklahoma in the Big 12, and Houston, Wisconsin, and Iowa all surge into the top 15.
