Overall Rationale: Resume based ballot with a little bit of personal touch since it is too early to have a clear picture on every team. Only thing that matters is the result, opponent and location of the game. Margin of victory doesn't matter since teams play to win (or lose) games. Poll is made from scratch every week so if teams move around that had similar or no results, this is why.
