Overall Rationale: Not enough data for my typical process, so this is an ad hoc ranking based on the unknown upside for teams. That explains why Cincinnati and Iowa are top 5, but Clemson is 11. I've also pretty harshly punished teams with a very close win to a mediocre or bad team (Notre Dame, Oregon, Iowa State, etc)
