Overall Rationale: Based purely on outcome of the games played in week 0 and week 1. If I thought your win was against a better team than another, I ranked you higher. Largely the "who you beat" is based on pre-season rankings. Hence, Montana beating a top-25 team warrants them being included among all the teams who beat top-25 team. If you 1) Lost, 2) played an FCS team, or 3) played a G5 team and barely survived you probably didn't make this list either, even if you played a top 10 team.
