Overall Rationale: New plan for addressing B1G/Pac -- reserved spots at 3(ish), 6(ish), 10(ish), 13(ish), 17/18(ish), and 22(ish) for OSU, Oregon, Penn St, USC, Minn/Wisc, and Cal. The goal here is more to prevent excessive overranking of teams that are still playing, and those teams serve to split the tiers of my bracket. They will change quickly once they begin to play. I have noticed that my poll has a strong recency bias, but I assume that will taper as the season continues and I'm trying to find a better way to address that in the meantime.
