It picks a teams most likely power level using only who they beat/lost to and how strong that team was. No preseason ranking, no conference information, no scores. It's kind an evaluation of how hard it would be to play your season and end up with your particular WL results.  Unfortunately, this does mean I don't get to rank NDSU, because the WL rankings are FBS only :(.
