Overall Rationale: Still don't know why Michigan St is ranked anywhere (although you have to start ranking some flawed teams in the 20-25 ranks. Almost ranked Texas but decided to throw in Cincy because ranking Texas is like Lucy pulling the football away every time Texas is back.
