Overall Rationale: Combination of resume and my personal opinion. After doing some thinking, I have decided to do some reshuffling of the 4-7 spots due to Notre Dame and LSU having impressive resumes that make them deserve to be higher than they were before. That is why Oklahoma and Georgia dropped 2 spots each.
