Overall Rationale: I promised to flesh this out more this week, but I'm traveling so I'll do my best for now. Essentially, this is a resume poll that heavily weights wins over 1-loss teams. Otherwise P5 wins are counted as tallies in a team's favor. Losses to undefeated teams are less detrimental than other losses. Based on these factors teams are graded out into a handful of tiers and then ranked within those tiers. Teams are also clumped into a sort of "poll-worthy" category based in these criteria. This clump of teams has no size limit and can certainly be more than 25. Wins over any of these teams will boost a team's ranking within their tier, but not into another tier. There are quite a few 1-loss teams right now boosting resumes, perhaps polishing what may turn out in a few weeks to be turds. But this poll is not meant to be predictive in any way.
