Overall Rationale: Resume based poll, not a power rankings.  Losses are heavily punished, and margin of victory largely ignored.  When teams have similar resumes, eye test was used.  Strongly considered but not included teams include: FSU, Ole Miss, LSU, Troy, Navy, Houston, UNC, OU, SDSU, Stanford
