Overall Rationale: Win! Win! Win! Wins over everything else. 6 undefeated teams, 17 one-loss teams, then North Dakota State thrown in and who IMO is the best two-loss team. FCS wins are hard to quantify, but NDSU has walked FCS so far, so they get a spot over IMO the worst one-loss team. I think Utah is slightly ahead of any of the SEC two-loss teams right now, but it's tight.
