Overall Rationale: Continuing this ballot directly off last week's soft reset ballot. For these ballots rank change will be noted with explanation where necessary.

1 Indiana Hoosiers +1. After crushing UCLA after it looked like they were a good team again, and based on overall resume comparison, I think Indiana has done just enough to give me reason to rank them at number 1.
2 Ohio State Buckeyes -1. My opinion on Ohio State being the team to beat has not changed, it just happens that Indiana is also undeniably on that tier as well, and unfortunately, they were on bye.
3 Texas A&M Aggies EVEN. Given how they ran over LSU, if I could I would move them up. That's the main trend with this week's list as many top teams won decisively that I can't really drop anyone.
4 BYU Cougars EVEN. Good win against Iowa State.
5 Georgia Tech Yellow Jackets EVEN. Syracuse wins gives me more confidence in this team. You can imagine that the gap between them and BYU has shrunk compared to last week.
6 Alabama Crimson Tide EVEN. Struggled more than expected against South Carolina, but their resume is still holding them up as the best 1 loss team.
7 Georgia Bulldogs +1. On bye, but this is more based on Miami losing a ranked win against USF and their resume holding up much better in comparison.
8 Texas Tech Red Raiders +1. Texas Tech, Miami, and Vanderbilt all have a fairly justifiable loss, a ranked win, and an additional solid win that isn't ranked but worth considering. Texas Tech has looked the best in their wins (by score and overall) and the Arizona State loss was only by 4 which is why they get priority.
9 Miami Hurricanes -2. Easy win against Stanford this week. Mostly just getting screwed by USF dropping out of the rankings, and compared to Texas Tech, they haven't been as dominant overall.
10 Vanderbilt Commodores EVEN. I really don't feel good not bumping them up here, but comparing Missouri and LSU against Notre Dame and USF, I'd take the latter. Even though it is very close, losing by 16 to Alabama is also why they're behind the next two.
11 Ole Miss Rebels +3. I will admit it, I was wrong in not trusting them last week with how they beat Oklahoma. They're also now in a similar group with #8 to #10, so there is a gap between the top 11 and down.
12 Louisville Cardinals -1. Boston College is 1-6 and somehow I expected a bit more of a beatdown here. But there's not much of a concern unlike some other teams (Virginia and Oregon)
13 Cincinnati Bearcats +2. Formerly Oregon like resume is actually bolstered by a strong Baylor win and Nebraska actually being a quality loss.
14 Virginia Cavaliers -2. The Louisville win and my idea that UNC is a team better than their record (unlike Wisconsin) suggests is why they aren't dropping further.
15 Houston Cougars +5. The Arizona State win gives their resume a very nice boost. It also helps that multiple teams in front of them lost.
16 Oregon Ducks -3. I was expecting this team to beat Wisconsin by 40. The fact the score even looks respectable should be a massive Penn State fraud alert alarm, similar to what was going on with LSU.
17 Notre Dame Fighting Irish +1. I was really contemplating moving them in front of Oregon as well but I didn't want to reward them even more of a free win against the bye. Plus that seems overreactionary.
18 Tennessee Volunteers +3. Benefits partially from above teams losing, but crushing Kentucky does help.
19 Utah Utes HM -> NR. I was already heavily considering ranking them before they played this week, and as I write this, they went up 43-0 against Colorado at halftime. If their two losses are a big one to Texas Tech (which Houston has, and they're ranked #15) and #4 BYU by 3, and you've beaten everyone else up pretty decisively, they should be ranked.
20 Navy Midshipmen +4. I mean, they are undefeated and leading the American.
21 Missouri Tigers -5. I give this team a more benefit of the doubt because the loss to Vanderbilt was potentially one yard short.
22 Memphis Tigers NR. Jumps into roughly the spot where USF was minus a few places because Miami > UAB.
23 Texas Longhorns NR. You are here because you beat Oklahoma decisively and I still think Oklahoma should be ranked.
24 Oklahoma Sooners -7. Michigan (which would've been ranked until I remembered that Texas exists) win is what keeps them up here, but asides from that it's a fairly mixed bag.
25 Iowa Hawkeyes HM -> NR. Both losses were close, and overall wins have been good enough to put them here. That and they apparently can offence. HM: Michigan (obviously), Tulane, Washington, JMU, Nebraska, North Texas.
