Overall Rationale: Only 16 4-0 teams remain. They are the upper tier, followed by 9 of the 14 3-0 teams (preferably teams who have beaten at least one opponent with a pulse). Once again the ordering within tiers shouldn't be taken too seriously, and I expect to stop using tiers at all either next week or the week after. This is early season stuff.
