Overall Rationale: For this final week I continue to use this submission to highlight some programs that have had strong performances that I consider worthy of down-ballot recognition. I remain more strongly convinced of the overall strength or weaknesses of some teams and conferences than others are, and this is also reflected in my ballot submission. I continue privilege teams with fewer losses over those with multiple losses as I recognize the difficulty of winning consistently every week against all competition.
