Overall Rationale: Same rules as previous weeks. Teams are initially ranked by a computer predictive model that does not account for concepts like how deserving a team is or head to head. I then can move teams up or down with the rule that I cannot move a team above a team with the same record or better. I may switch two teams with the same record if the lower ranked (by computer) team has a head to head over the higher ranked team.
