Overall Rationale: There are definitely some tiers that are starting to develop. I personally think the top 6-8 teams are the ones who look like title contenders. Kansas State, Penn State, and Missouri are the wild cards. 12-14 are pretty close. OSU and Utah had bad halves against teams they should have controlled. Oregon is overranked due to their preseason form, but last week was the first time they met expectations. 15-18 are really close. There's not much separation. ISU has the best win, but NU has been the most consistent. One week isn't enough to remove the red Iowa allegations. 19-28 are also splitting hairs. It's still too early in the season to tell.
