Overall Rationale: Each week i rerank the teams based on their resumes so far. at the beginning of the season, my ballot can look a little odd because I'll heavily weigh a good win (for example, Northern Illinois beating Notre Dame at their place) and will not rank teams that are probably good but don't have any quality wins. As the season progresses, my ballot will start to look more like everyone else's.
