Overall Rationale: These rankings began with ordering the teams by average scoring margin, re-ordered by strength of opposition as best as possible, and then adjusted on the basis of strong resume and peripherals. The last few weeks, I've used last week's as a baseline and adjusted from there where reasonable. Next week for CCGs, I'll probably do a full re-rank.
