Overall Rationale: Similar methodology as last week, full table here: https://docs.google.com/spreadsheets/d/1FoA3qrDX7UUKU7jFy_F_q-ESiPxHm9sdbvBvV5k6HoM/edit?usp=sharing. All 1-loss teams with at least 5 games were allowed in, which helped #26 Liberty, #27 Buffalo, #28 Louisiana, #31 USC, #32 Ball State, and #46 SJSU, at the expense of #20 Penn State (sub-.500 anyway), #21 Oklahoma State, #22 App State, #23 LSU, #24 West Virginia, and #25 Ole Miss. Another team that might be ranked that I haven't is #44 Miami. #17 Wisconsin and #19 TCU are the only other teams I ranked that might not be.
