Overall Rationale: Minimal change from last week - Rewarding Coastal over 2-loss B12 but not 1-loss SEC.  Indiana stays mostly stationary due to depth of resume compared to teams around them and uncertainty at QB.  ULL rises due to Coastal win.OUT: Marshall (14 - Sorry, you can't get shut out by Rice, those are the rules), Wisconsin (18 - Can't lose as 14 point favorites at home), Oklahoma State (21 - Bad blown lead, can't survive off strength of old wins forever)IN: UNC, NCST, Army (23,24,25 - In front last week's next few out list.  Solid and/or idle, unlike Auburn, Oregon, Washington, etc.)Next few out:  Missouri, Colorado, UCLA (surging P5 group); Auburn, OK State, Washington (waning P5 group); Boise State, San Jose State, Marshall (G5 group)
