Overall Rationale: Somehow the teams I thought I was over or under ranking continue to perform to their resume, so almost no change.  Reposting from last week - Very clear tiers from 1-4, 5-8, and 9-12.  Northwestern and Oklahoma are the most underrated and can stand to improve most with good wins.OUT: SMU (23 - Loss, but even that isn't really that bad)IN: Maryland (25 - Loss looks more and more acceptable, wins are solid enough, more just filling a slot here)Next few out: Utah, Washington, SMU
