Overall Rationale: Computer system is absolutely fucked, so I'm just resorting to people ballot. Oregon still floats to the bottom of their "tier" of performance for the privelege of pre-season ranking. Winless teams otherwise are not ranked as they are now based on their resume. Disparity of records (i.e. the B1G 1-0 v. everybody elses 5+ wins) are flexed to allow realistic rankings of the performance of certain teams.
